Carlos Omaña specializes in Venezuelan sovereign and quasi-sovereign debt issuances, oil and gas projects, and corporate law.
Before joining D’Empaire in 1995 (he has been a partner since 2001), Carlos worked in the New York offices of Shearman & Sterling in 1995.
Carlos studied Law at the Universidad Católica Andrés Bello, Caracas, (1992), and obtained an M.C.J from the University of New York (1994).
