Milagros holds an L.L.M. from New York University, where she was granted the Dean’s Graduate Award, and a Master’s Degree in Administrative Law from Universidad Austral in Argentina, where she had the highest GPA, obtained a merit-based scholarship, and received a mention for outstanding thesis. She was granted the Fundación Botin Scholarship to participate in the Program for Strengthening Public Service in Latin America developed at the Watson Institute for International Studies at Brown University.

She is an assistant Public Law teacher at Universidad Austral, Universidad Católica Argentina and Escuela de Abogados de la Procuración del Tesoro de la Nación. She teaches "Elements of Administrative Law" at the University of Buenos Aires.

She has written many articles in her practice area and is a member of the Colegio Público de Abogados de la Capital Federal (Buenos Aires Bar Association).
