In more than 40 years of professional labor, Luis Rafael Pellerano has developed vast experience counseling foreign companies and multinationals that venture into the Dominican market as well as companies in highly regulated industries, such as energy, tourism, emerging technologies, mining, transportation and financial service providers, among others.  

Luis Rafael Pellerano concentrates his practice in project financing, capital market transactions, mergers and acquisitions, debt restructurings, government relations and other complex corporate issues. 

Throughout his career, he has taken part in most of the country’s high-profile infrastructure projects and transactions and has led emblematic transactions in the Dominican Republic, for example, the only IPO of a Dominican company in the New York Stock Exchange; the largest acquisition in the history of the country, for an amount exceeding US$2 billion; the largest foreign investment, for more than US$6 billion and the first international issuance of sovereign bonds, among others.

EDUCATION

• Luis Rafael received his Bachelor of Laws from the Universidad Nacional Pedro Henríquez Ureña in 1984. In 1985, he studied at the University of Michigan, in Ann Arbor, Michigan. 
• He is a member of the Dominican Bar Association and New York State Bar Association.

MEMBERSHIPS
Luis Rafael has been vice president of the Dominican-Canadian Chamber of Commerce; President of the Dominican Association of Exporters (1994-1996), member of the Board of the Popular Association of Savings and Loans (1995-2003), secretary of the Board of Directors of Adopem Bank (2012- 2017) and twice president of the Dominican Mining and Petroleum Chamber of the Dominican Republic. Luis Rafael is a member of the Bar Association of the Dominican Republic and the New York State Bar Association. 

He has also been a member of the Board of Directors of LexMundi, the world’s leading network of independent law firms.
