Ulises Cabrera played a relevant role in the establishment of the Social Security Law enacted in 2001, as well as lead lawyer in the Port Improvement and Rehabilitation Programme (DR-0028) sponsored by the Inter-American Development Bank (IDB). He also acted as legal advisor to the Dominican State in the enactment of the General Electricity Law 125-01 to enable the participation of private investment in this service.
