Panama allows technological means for the identification of foreigners
Arias - Historically, all foreign nationals in Panamanian territory have been required to carry physical official identification documents, under penalty of fines imposed by the immigration authorities in case of non-compliance.
However, considering technological advancements, Executive Decree No. 26 of 2025 was recently published, authorizing officials of the National Immigration Service and public security agencies to accept personal identification documents in digital format. This includes photographs of passports stored on mobile devices or presented through other technological means.
