Founded in 1985 by attorneys Carlos Alberto Palacios Cañellas, Raúl Prono Toñánez and Liliana Talavera Aponte, the firm currently comprises three partners and nine associates. The firm’s founding partners previously worked as bank officers and in-house legal counsel to international banks. Partners Carlos A. Palacios and Raúl Prono Toñanez are certified commercial experts, enabling them to advise clients on matters well beyond the strictly legal.
The firm currently provides in-house and external legal services to Banco BASA and Banco GNB Paraguay, and external litigation services to Sudameris Bank, as well as to insurance companies, finance companies and exchange houses. Its former clients include Bank of Boston and Bank of America, which the firm represented until they concluded their business in Paraguay. The firm has also provided employment law advice to Banco do Brasil S.A. and represented Morgan Stanley in the strategic bidder process.
He served as in-house and external legal counsel to Banco Integración S.A. from its incorporation until its sale to Banco Atlas S.A. He advised on the transaction from the search for a strategic buyer through the valuation process, negotiation of the sale agreement and preparation of the full set of legal documents.
PALACIOS, PRONO & TALAVERA has advised on the liquidation of three other local banks and has been involved in the sale and merger of financial institutions.
The firm has 15 years of experience in agribusiness, advising multinational and domestic clients, including producers, processors and traders in commodities. It provides local advice in this field and has an office in Ciudad del Este, the sector’s main hub. Two of its associates specialise in commodities, documentary transactions and futures.
The firm is a local reference in river and maritime law, with lawyers specialising in river transport (the Paraguay–Paraná Waterway), port legislation and international maritime regulation. It advises several shipping companies and shipowners.
In employment law, the firm addresses clients’ employment-related needs and advises on legal compliance with industrial safety and sustainability guidelines.
In environmental law, the firm guides clients through the environmental impact assessment process and represents them in administrative proceedings.
