Grupo Evans adds Carolina Seeger, from the Chilean Ministry of Energy, to its regulatory practice

Grupo Evans has announced that Carolina Seeger has joined the firm as an associate.

She joins the firm from the Regulatory Coordination Unit of the Legal Department of the Chilean Ministry of Energy and will focus her practice on advising companies on energy, natural resources, environmental and corporate matters.

Carolina holds a law degree from the Pontificia Universidad Católica de Chile and a Master in Business Law, MBA, from the Universidad Adolfo Ibáñez, as well as courses and diplomas in energy, environmental and humanistic regulatory issues.

During her career, she has worked in the regulation of the electricity sector and natural resources; environmental legislation related to forestry, indigenous and protected areas, among others; legal advice for the development of energy generation projects (NCRE and conventional), electricity transmission, real estate and infrastructure, as well as the handling of administrative procedures (DGA / SEC / CNE / MOP / Bienes Nacionales / CONAF / SISS).

Seeger has worked in the areas of natural resources, energy and the environment at the law firms Vergara y Cía, Baker & McKenzie and Fontaine & Cía, as well as at the electricity company Electro Austral.

It is worth noting that in recent years she has been the National Head of the Control Unit of the General Directorate of Water of the Ministry of Public Works (2018 to 2020) and a lawyer in the Regulatory Coordination Unit of the Legal Department of the Ministry of Energy (2020 to February 2024).

In the academic field, Carolina has been a lecturer of Electricity Law in the Master of Law programme of the Universidad Católica del Norte and Professor of the LLM "Energy Law and Project Implementation" at the Pontificia Universidad Católica de Chile. She has several publications in books, book chapters, academic and indexed legal journals.
