Carlos is Outside Counsel in the areas of White Collar Crime, Internal Investigations and Compliance; with 22 years of experience in criminal litigation and one of the most experienced lawyers in the country in litigation with the new Criminal Procedure Code (15 years).

His professional practice focuses on the design and implementation of defenses for highly complex criminal and asset forfeiture litigation; preventive advice on criminal matters, money laundering, anti-corruption and domain forfeiture; as well as consulting on legal opinions and analysis of defense strategies.

His practice is enhanced with a solid academic background. He has published books and articles on criminal law, criminal procedure, and asset forfeiture; conferences and trainings for lawyers, judges and prosecutors; he has taught at the Academy of Magistracy and at universities in the country; trained magistrates in the new Code of Criminal Procedure commissioned by the Technical Secretary of the Special Commission for the Implementation of the Code of Criminal Procedure, the Ministry of Justice, the Public Ministry School and the UNODC-UN.

His practice is also enhanced with a different perspective on cases and strategies that allow him to have practiced for 10 years as a Chief Prosecutor responsible for prosecuting complex crimes and corruption of officials.

He has been Chief Prosecutor Specialized in Criminal Matters (2005-2011) and Chief Prosecutor Specialized in Crimes of Corruption of Officials (2011-2015).

Carlos has been Counsel at Rebaza, Alcázar & De Las Casas (2016-2021).

He is a juris doctor by Antenor Orrego Private University. And his training has been complemented by courses at University of Girona, University of Salamanca, University of Santiago de Compostela, University of Castilla-La Mancha, Universidad del Pacífico y Academia de la Magistratura.
