Rebaza, Alcázar & De Las Casas names Laura Francia partner to lead new public law practice

Rebaza, Alcázar & De Las Casas ("RAD") has announced the launch of its new Public Law practice, expanding its value proposition for national and international companies operating in highly regulated sectors and maintaining ongoing interaction with the State.

The new practice will be led by Laura Francia, who joins the Firm as Partner, and will be supported by Fabiana Vittoria, who joins as Senior Associate, further strengthening the Firm’s capabilities in public, regulatory, and administrative law matters.

The new practice offers comprehensive and strategic advice, combining administrative and constitutional law with a business?oriented approach. It supports clients in key decision?making processes in highly regulated sectors such as energy, telecommunications, fisheries, healthcare and urban development, with a strong focus on regulatory compliance, legal certainty and the operational viability of projects and operations.

The team, led by Laura Francia and supported by the experience of partners Alberto Rebaza, Luis Miguel Elías, Roger Zavaleta, and Ricardo Cárdenas, advises on economic regulation, administrative law, public procurement, the obtaining of permits and authorizations, and regulatory risk management. The practice also represents clients in administrative and sanctioning proceedings, as well as in judicial, contentious?administrative and constitutional disputes arising from State actions.

In addition, the Public Law practice will be complemented by RAD lawyers who have developed relevant collateral experience in this field, contributing a cross?disciplinary perspective from other practice areas. These include Andrea Pinillos and Fátima Linares from the Real Estate team; Mirko Medic, with experience in Life Sciences, administrative law and government contracting; and Fiorella Wismann, a specialist in environmental law and mining regulation. As a result, the practice launches this new phase with a team of ten lawyers, combining technical expertise with deep sector?specific knowledge.

Laura Francia is a graduate of the Pontifical Catholic University of Peru (PUCP) and holds an LL.M. in Government Contracts from The George Washington University. She has extensive experience in Public and Administrative Law, with a particular focus on regulation, urban planning and investment project management, advising private companies, investors and concessionaires on complex administrative proceedings and the unblocking of infrastructure and real estate projects, with a practical approach oriented on mitigating regulatory risk.

Fabiana Vittoria is a graduate of the University of Piura and holds an MBA from EAE Business School. Her practice focuses on Public Law, and regulated sectors, particularly telecommunications, technology and media, advising leading companies on regulatory compliance, regulatory risk analysis, infrastructure deployment and defense in administrative and judicial proceedings before authorities such as the Ministry of Transport and Communications (MTC) and OSIPTEL.
