Elena Veleiro holds degrees in Law and Economics from Universidad Carlos III de Madrid. In 2008, at the age of 27, she joined the State Attorneys Corps, ranking first in her class. Her first posting after passing the competitive examination was in León, after which she represented the State before Madrid’s Administrative Courts. From December 2010 to May 2013, she worked before the Administrative Chamber of the High Court of Justice of Madrid and coordinated the legal assistance agreement between the State Attorney’s Office and the public entity Administrador de Infraestructuras Ferroviarias (ADIF). In May 2013, she joined ADIF as director of its legal department. Veleiro’s experience also includes international placements for State Attorneys in Brussels (the Spanish Permanent Representation to the EU and EU institutions) and Luxembourg (the Court of Justice of the European Union and EU institutions), as well as a placement at the Telecommunications Market Commission.
Experience
She is an expert in public procurement, having served as director of ADIF’s legal department. Her particular areas of specialisation include public-private partnerships and the development of networks and other innovative contracts. She has provided ongoing advice on various concession businesses involving all types of infrastructure. She has also devoted a significant part of her practice to public asset management.
She has represented various public entities in disputes arising from public contracts, claims for public liability, environmental and water-related matters, and complex proceedings concerning the enforcement of judgments. She has in-depth knowledge of river basin authorities, permitting processes for waste treatment and discharge facilities, and concession fees in this area.
She has extensive regulatory and litigation experience in the energy sector, particularly in renewable energy. She has in-depth knowledge of the permitting process for facilities and the reforms the energy sector has undergone in recent years.
