Rodolfo Salazar is a founding partner of BLP in Guatemala. Over more than 20 years of practice, Rodolfo has successfully resolved complex disputes in both the private and public sectors. He served as the State’s Judicial Director for the Defense of Guatemala in ICSID arbitrations ARB 09/05, brought by Iberdrola Energía, and ARB 10/23, brought by Teco Holdings. He was also part of the national legal team advising Guatemala in the arbitration brought by the United States under Chapters XVI and XX of CAFTA-DR.
He is recognized for his experience advising on government matters, public-private partnerships, tenders, and public policies and strategies; developing energy and infrastructure projects, with particular expertise in national and international tenders; and environmental mitigation agreements, environmental impact studies, and stakeholder engagement processes for electricity projects.
He has served as legal counsel to the National Agency for Partnerships for the Development of Economic Infrastructure (ANADIE), the concessionaire of Guatemala’s postal service, and the National Competitiveness Program (PRONACOM). He has also advised the Santo Tomás de Castilla Free Trade and Industrial Zone, the Office of the Minister of Energy and Mines, and Empresa Portuaria Quetzal.
