Profile
Roberto is a senior partner and head of the Public Law practice at Oller Abogados. He has extensive experience in public procurement and administrative contracting, cogeneration projects, PPPs, project finance and aviation. Before joining Oller Abogados,
Roberto headed the administrative contracting area in the energy sector at the Costa Rican Electricity Institute (ICE). ICE is the largest public utility in Central America. At Oller Abogados, Roberto advises companies and multilateral institutions on ventures involving energy, technology, telecommunications and general corporate matters. He also handles administrative litigation and arbitration involving the State.

- Master of Business Administration, University of Costa Rica (2000, with honors).
- Graduated from the Autonomous University of Central America (1994).
- Program of Instruction for Lawyers and Negotiation Workshop, Harvard Law School (2002).
MEMBERSHIPS AND ASSOCIATIONS
- Member of the Costa Rican Bar Association and the International Bar Association.
- Accredited as an arbitrator with the International Conciliation and Arbitration Center (CICA) of the Costa Rican-North American Chamber of Commerce (AmCham-CR).
- Dispute Resolution Center of the College of Engineers and Architects, authorized as an adjudicator in Dispute Boards,
- Regular lecturer on public procurement programs at the Costa Rican Chamber of Commerce and the Costa Rican Chamber of Construction, and lecturer in Public Law at the University of La Salle.
