Rubén is a partner and head of the constitutional law practice at Oller Abogados. Considered one of the country’s leading constitutional lawyers, as well as one of Latin America’s, he was one of the principal drafters of the original draft of Costa Rica’s Constitutional Jurisdiction Law, enacted in 1991.
He is a member of the United Nations (UN) group of human rights experts and, in that capacity, drafted the Political Constitution of Equatorial Guinea (1982). He served as ambassador to Italy (1994–1998).
He served on the international arbitral tribunal in the Costa Rica–Italy arbitration concerning the floating dock (Geneva, 1998).
He is a retired professor at the University of Costa Rica, where he taught postgraduate courses in public law. He has been a visiting professor at universities in the United States, Latin America, France, Spain and Italy, and has published 22 books on constitutional, electoral and parliamentary matters, one in English and another in Italian. He has also published in numerous specialist constitutional law journals in Germany, France, Italy, Spain and Latin America.
He has advised numerous domestic and international companies and is an active litigator in administrative and constitutional law, as well as before the Inter-American Commission and Court of Human Rights.
